While China is on track to meet its global climate commitments through 2020, China’s post-2020 CO2 emissions trajectory is highly uncertain, with projections varying widely across studies. Over the past year, the Chinese government has announced new policy directives to deepen economic reform, protect the environment, and limit fossil energy use in China. To evaluate how new policy directives could affect energy and climate change outcomes, we simulate two levels of policy effort—a Continued Effort scenario that extends current policies beyond 2020 and an Accelerated Effort scenario that reflects newly announced policies—on the evolution of China’s energy and economic system over the next several decades. Importantly, we find that both levels of policy effort would bend down the CO2 emissions trajectory before 2050 without undermining economic development, although coal use and CO2 emissions peak about 10 years earlier in the Accelerated Effort scenario.

One of the two top air pollutants in the U.S., ground-level ozone is harmful not only to your health but also to your bank balance. Long-term exposure to high concentrations of ozone can lead to respiratory and lung disease such as asthma, conditions that drive up medical expenses and sometimes result in lost income. Ozone exacts a particularly heavy toll on people living in economically disadvantaged areas, where industrial and power plants tend to cluster.

Science and technology are essential tools for innovation, and to reap their full potential, we also need to articulate and solve the many aspects of today’s global issues that are rooted in the political, cultural, and economic realities of the human world. With that mission in mind, MIT's School of Humanities, Arts, and Social Sciences has launched "The Human Factor" — an ongoing series of stories and interviews that highlight research on the human dimensions of global challenges.

We analyze the economic and emissions impacts on U.S. commercial aviation of the Federal Aviation Administration’s renewable jet fuel goal when met using advanced fermentation (AF) fuel from perennial grasses. These fuels have recently been certified for use in aircraft and could potentially provide greater environmental benefits than aviation biofuels approved previously. Due to uncertainties in the commercialization of AF technologies, we consider a range of assumptions concerning capital costs, energy conversion efficiencies and product slates. In 2030, estimates of the implicit subsidy required to induce consumption of AF jet fuel range from $0.45 to $20.85 per gallon. These correspond to a reference jet fuel price of $3.23 per gallon and AF jet fuel costs ranging from $4.01 to $24.41 per gallon. In all cases, as renewable jet fuel represents around 1.4% of total fuel consumed by commercial aviation, the goal has a small impact on aviation operations and emissions relative to a case without the renewable jet fuel target, and emissions continue to grow relative to those in 2005. Costs per metric ton of carbon dioxide equivalent abated by using biofuels range from $42 to $652.

Mitigation of anthropogenic greenhouse gases with short lifetimes (order of a year to decades) can contribute to limiting warming, but less attention has been paid to their impacts on longer-term sea-level rise. We show that short-lived greenhouse gases contribute to sea-level rise through thermal expansion (TSLR) over much longer time scales than their atmospheric lifetimes. For example, at least half of the TSLR due to increases in methane is expected to remain present for more than 200 y, even if anthropogenic emissions cease altogether, despite the 10-y atmospheric lifetime of this gas. Chlorofluorocarbons and hydrochlorofluorocarbons have already been phased out under the Montreal Protocol due to concerns about ozone depletion and provide an illustration of how emission reductions avoid multiple centuries of future TSLR. We examine the “world avoided” by the Montreal Protocol by showing that if these gases had instead been eliminated in 2050, additional TSLR of up to about 14 cm would be expected in the 21st century, with continuing contributions lasting more than 500 y. Emissions of the hydrofluorocarbon substitutes in the next half-century would also contribute to centuries of future TSLR. Consideration of the time scales of reversibility of TSLR due to short-lived substances provides insights into physical processes: sea-level rise is often assumed to follow air temperature, but this assumption holds only for TSLR when temperatures are increasing. We present a more complete formulation that is accurate even when atmospheric temperatures are stable or decreasing due to reductions in short-lived gases or net radiative forcing.

The growth in atmospheric methane (CH4) concentrations over the past 2 decades has shown large variability on a timescale of several years. Prior to 1999 the globally averaged CH4 concentration was increasing at a rate of 6.0 ppb yr−1, but during a stagnation period from 1999 to 2006 this growth rate slowed to 0.6 ppb yr−1. From 2007 to 2009 the growth rate again increased to 4.9 ppb yr−1. These changes in growth rate are usually ascribed to variations in CH4 emissions. We have used a 3-D global chemical transport model, driven by meteorological reanalyses and variations in global mean hydroxyl (OH) concentrations derived from CH3CCl3 observations from two independent networks, to investigate these CH4 growth variations. The model shows that between 1999 and 2006 changes in the CH4 atmospheric loss contributed significantly to the suppression in global CH4 concentrations relative to the pre-1999 trend. The largest factor in this is relatively small variations in global mean OH on a timescale of a few years, with minor contributions of atmospheric transport of CH4 to its sink region and of atmospheric temperature. Although changes in emissions may be important during the stagnation period, these results imply a smaller variation is required to explain the observed CH4 trends. The contribution of OH variations to the renewed CH4 growth after 2007 cannot be determined with data currently available.

The global methane (CH4) budget is becoming an increasingly important component for managing realistic pathways to mitigate climate change. This relevance, due to a shorter atmospheric lifetime and a stronger warming potential than carbon dioxide, is challenged by the still unexplained changes of atmospheric CH4 over the past decade. Emissions and concentrations of CH4 are continuing to increase, making CH4 the second most important human-induced greenhouse gas after carbon dioxide. Two major difficulties in reducing uncertainties come from the large variety of diffusive CH4 sources that overlap geographically, and from the destruction of CH4 by the very short-lived hydroxyl radical (OH). To address these difficulties, we have established a consortium of multi-disciplinary scientists under the umbrella of the Global Carbon Project to synthesize and stimulate research on the methane cycle, and producing regular (∼ biennial) updates of the global methane budget. This consortium includes atmospheric physicists and chemists, biogeochemists of surface and marine emissions, and socio-economists who study anthropogenic emissions. Following Kirschke et al. (2013), we propose here the first version of a living review paper that integrates results of top-down studies (exploiting atmospheric observations within an atmospheric inverse-modelling framework) and bottom-up models, inventories and data-driven approaches (including process-based models for estimating land surface emissions and atmospheric chemistry, and inventories for anthropogenic emissions, data-driven extrapolations).

For the 2003–2012 decade, global methane emissions are estimated by top-down inversions at 558 Tg CH4 yr−1, range 540–568. About 60 % of global emissions are anthropogenic (range 50–65 %). Since 2010, the bottom-up global emission inventories have been closer to methane emissions in the most carbon-intensive Representative Concentrations Pathway (RCP8.5) and higher than all other RCP scenarios. Bottom-up approaches suggest larger global emissions (736 Tg CH4 yr−1, range 596–884) mostly because of larger natural emissions from individual sources such as inland waters, natural wetlands and geological sources. Considering the atmospheric constraints on the top-down budget, it is likely that some of the individual emissions reported by the bottom-up approaches are overestimated, leading to too large global emissions. Latitudinal data from top-down emissions indicate a predominance of tropical emissions (∼ 64 % of the global budget, < 30° N) as compared to mid (∼ 32 %, 30–60° N) and high northern latitudes (∼ 4 %, 60–90° N). Top-down inversions consistently infer lower emissions in China (∼ 58 Tg CH4 yr−1, range 51–72, −14 %) and higher emissions in Africa (86 Tg CH4 yr−1, range 73–108, +19 %) than bottom-up values used as prior estimates. Overall, uncertainties for anthropogenic emissions appear smaller than those from natural sources, and the uncertainties on source categories appear larger for top-down inversions than for bottom-up inventories and models.

The most important source of uncertainty on the methane budget is attributable to emissions from wetland and other inland waters. We show that the wetland extent could contribute 30–40 % on the estimated range for wetland emissions. Other priorities for improving the methane budget include the following: (i) the development of process-based models for inland-water emissions, (ii) the intensification of methane observations at local scale (flux measurements) to constrain bottom-up land surface models, and at regional scale (surface networks and satellites) to constrain top-down inversions, (iii) improvements in the estimation of atmospheric loss by OH, and (iv) improvements of the transport models integrated in top-down inversions. Molecular hydrogen (H2) is an atmospheric trace gas with a large microbe-mediated soil sink, yet cycling of this compound throughout ecosystems is poorly understood. Measurements of the sources and sinks of H2 in various ecosystems are sparse, resulting in large uncertainties in the global H2 budget. Constraining the H2 cycle is critical to understanding its role in atmospheric chemistry and climate. We measured H2 fluxes at high frequency in a temperate mixed deciduous forest for 15 months using a tower-based flux-gradient approach to determine both the soil-atmosphere and the net ecosystem flux of H2. We found that Harvard Forest is a net H2 sink (−1.4 ± 1.1 kg H2 ha−1) with soils as the dominant H2 sink (−2.0 ± 1.0 kg H2 ha−1) and aboveground canopy emissions as the dominant H2 source (+0.6 ± 0.8 kg H2 ha−1). Aboveground emissions of H2 were an unexpected and substantial component of the ecosystem H2 flux, reducing net ecosystem uptake by 30% of that calculated from soil uptake alone. Soil uptake was highly seasonal (July maximum, February minimum), positively correlated with soil temperature and negatively correlated with environmental variables relevant to diffusion into soils (i.e., soil moisture, snow depth, snow density). Soil microbial H2 uptake was correlated with rhizosphere respiration rates (r = 0.8, P < 0.001), and H2 metabolism yielded up to 2% of the energy gleaned by microbes from carbon substrate respiration. Here, we elucidate key processes controlling the biosphere–atmosphere exchange of H2 and raise new questions regarding the role of aboveground biomass as a source of atmospheric H2 and mechanisms linking soil H2 and carbon cycling. Results from this study should be incorporated into modeling efforts to predict the response of the H2 soil sink to changes in anthropogenic H2 emissions and shifting soil conditions with climate and land-use change.

The economic prescription for climate change is clear: price carbon dioxide (CO2) and other greenhouse gas emissions to internalize climate damages. In practice, a variety of political economy constraints prevent the introduction of a carbon price equal to the full social cost of emissions. This paper develops insights about the design of climate policy in the face of binding political constraints, formulated here as limits on the CO2 price itself, on increases in energy prices, and on energy consumer and producer surplus loss. We employ a stylized model of the energy sector to develop intuition about the welfare-maximizing combination of CO2 price, subsidy for clean energy production, and lump-sum transfers to energy consumers or producers under each constraint. We find that the strategic use of subsidies or transfers can compensate for or relieve political constraints and significantly improve the efficiency and environmental efficacy of carbon pricing policies.
