EPPA Public Release

The Joint Program is now providing a version of the EPPA model to the public for download.

This is an update of version 4 of EPPA, documented in Paltsev et al. (2005). The model comes preconfigured with three scenarios: a reference scenario, a carbon cap scenario, and a carbon tax scenario. Release of the code is for educational and research purposes, so that others can build on the approaches developed. Please note that these scenarios are intended as illustrative examples only, and should not be interpreted as statements by the Joint Program about what is likely to happen in the future.

Research within the Joint Program is now based on EPPA 5, updated to the GTAP 7 database, with a benchmark year of 2004. The basic structure is unchanged from EPPA 4. We expect to release a version of EPPA 5 once testing and development is completed.

There is no user support for the code. Comments on the model can be addressed to globalchange@mit.edu, but we will be unable to reply to all inquiries.

The EPPA model runs on Windows systems, and is written in the GAMS (General Algebraic Modeling System) language. Running the model requires a license for the GAMS software installed on your system. Example output is reported in Microsoft Excel format, so your computer must have Microsoft Excel installed.

To download the model, you must consent to the license agreement presented on the following page. Put briefly, this license allows usage of the model for non-commercial research and educational purposes only. Publications which make use of results from the model must acknowledge the source of the model -- while at the same time making clear that any modifications are the sole responsibility of the publications' authors. The Joint Program takes no responsibility for the published results. Also, we require that any party which publishes results from a modification of the model also publish the source code of the modifications.

Update: (April 2012)

A new public release version of EPPA has been released -- Version 4.1 -- which fixes a problem that prevented EPPA from running in some recent versions of GAMS.  No substantive changes have been made to the model.  It has been tested with GAMS version 23.7.3.

Both versions 4 and 4.1 are available for download, but the default version is now 4.1.
